Faits

  • BP Tower replaced one of the first high-rises on Public Square, the Williamson Building.
  • In addition to the Cuyahoga and Williamson Buildings, the five buildings demolished on the site were: Otis Block, Thompson Block (formerly Haroy's Block), and branch buildings of Broadview Savings & Loan, Women's Federal Savings & Loan, and Transohio.
  • The First National Bank Building had been demolished prior to the time of the BP development.
  • Cleveland City Council would not permit the height of the building to exceed that of the Terminal Tower.
  • Similar restrictions upon new towers exceeding the height of an American city's tallest or most recognizable landmark previously existed in Philadelphia until the late 1980s and currently exist in the nation's capital Washington, DC.
  • The building's design, lacking substantial narrowing from base to crown, reflects the developer's attempt to maximize rentable floor area while remaining within the height constraints imposed at the time by Cleveland City Council.
